City of Flint seeks proposals for CDBG, HOME, and ESG federal grant programs

The City of Flint is seeking proposals from interested non-profit organizations to serve as subrecipients to carry out eligible activities supporting the City’s Annual Action Plan goals and objectives for FY2024, July 1, 2024 through June 30, 2025. The deadline to apply is February 2, 2024.

The City has issued an online Request for Proposal (RFP) to allocate funds from the US Department of Housing and Urban Development (HUD), for Community Development Block Grant (CDBG) HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding. Electronic PDFs of proposals must be submitted to the Division of Community and Economic Development by email to [email protected]. Proposals must be received by Friday, February 2, 2024 at 5 p.m.

The City of Flint will hold two Agency Application Workshops to provide opportunities for applicants to ask questions. The first will be held on Tuesday, January 9, 2024, 11 a.m.-1 p.m. at Hasselbring Senior Center, 1002 W. Home Ave. Flint, MI. The second will take place on Thursday, January 18, 5:30-7:30 p.m. at Hasselbring Senior Center.

The Community Development Block Grant (CDBG) Program supports community development activities to build stronger and more resilient communities. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, code enforcement, homeowner assistance, etc.

The HOME Investment Partnerships Program (HOME) provides grants that the City of Flint uses, often in partnership with local nonprofit groups, to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership, or providing direct rental assistance to low-income people. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.

The purpose of the Emergency Solutions Grants (ESG) program is to help individuals and families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.
