City of Flint announces ARPA roof repair assistance program for qualified homeowners

FLINT, Mich. – The City of Flint is excited to launch a new program aimed at providing financial assistance to qualified homeowners for roof repairs. This initiative will select homes from each of the City’s nine wards through a lottery system.

Mayor Neeley emphasizes that this program aims to enhance residents’ quality of life and reduce utility costs by improving energy efficiency and the structural integrity of homes. The program will target up to 72 owner-occupied homes.

Eligible homeowners must have lived in their residence for at least one year and have an income at or below 300% of the Federal Poverty Level. 

To qualify for assistance, homeowners must:

  • Be residents of the City of Flint for at least one year.
  • Fall under 300% of the federal poverty level, based on the total number of occupants.
  • Be in good standing with the City regarding water bills and property taxes.

Once qualified, homeowners can receive complete roof replacements if their existing roof is beyond repair, ensuring long-term protection and enhanced energy efficiency. The program covers repairs to all roof components, including soffit, fascia, gutters, and soffit vents.

For minor to moderate repairs, issues such as leaks, damaged shingles, and other concerns affecting the roof’s integrity will also be addressed. Homeowners interested in the roof repair program must submit an application demonstrating their income eligibility and ownership status. Eight applicants will be randomly selected from each ward through a lottery system.

Funding for this program comes through the American Rescue Plan Act (ARPA). The City of Flint may collaborate with local contractors and housing organizations to ensure efficient service delivery, adhering to guidelines regarding environmental impact, historic preservation, prevailing wages, and labor standards. All awarded projects must comply with relevant local, state, and federal codes.

The program is expected to commence in January 2025 and will continue until all 72 roofs have been repaired or funds have been exhausted, with an anticipated completion date of October 31, 2025.
