City Clerk

The City Clerk of the City of Flint is appointed by the Flint City Council and is responsible for the administration of the Office of the City Clerk.

City of Flint Clerk’s Office

The Office of the Clerk is responsible for enacting all business and transactions required to fulfill the responsibilities assigned by city Charter or state law to the legislative branch which, along with the executive, comprises the two branches of Flint’s City government.

The three divisions in the City Clerk’s Office are: Administration, Election Division and Licensing Division. The City Council Office is a separate entity than the City Clerk’s Office but is still managed by the City Clerk.

Protecting Citizen's Right of Access

The Office of the Flint City Clerk is subject to the Michigan Freedom of Information Act, Act No. 442 and the Open Meetings Act (Public Act No. 267). These two acts establish procedures to protect every citizen’s right of access to government documents and to know what processes have determined the decisions made by the elected representatives in the City of Flint. Every citizen also is entitled to inspect and receive copies of all records and documents which apply to the legislative process and to the conducting of elections, and to the licensing of businesses in the City of Flint. All procedures are open to public scrutiny and questions are encouraged and will receive a prompt reply.
