GENERAL STATEMENT OF DUTIES:
Performs a variety of technical, administrative and supervisory work; Planning, organizing, directing and implementing fire prevention and suppression to prevent or minimize the loss of life and property by fire.
 
SUPERVISION RECEIVED:
Works under the general guidance and direction of the Mayor or his/her designee, who reviews work for effectiveness through conferences and reports.
 
SUPERVISION EXERCISED:
Supervises the Assistant Fire Chief directly and other department staff, officers or volunteers through subordinate officers.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Plans, coordinates, supervises and evaluates Fire operations; establishes policies and procedures for the Fire Department in order to implement directives from the Mayor or City Council.
2. Supervises and coordinates the preparation and presentation of an annual budget for the Fire Departments.
3. Directs the implementation of the Departments' budgets; plans for and reviews specifications for new or replaced equipment.
4. Responds to alarms and may direct activities at the scene of major emergencies, as required.
5. Supervises the inspection of buildings and other properties for fire hazards and enforces fire prevention ordinances.
6. Directs the operation of departmental in-service training activities.
7. Controls the expenditure of departmental appropriations.
8. Handles grievances, maintains departmental discipline and the conduct and general behavior of assigned personnel.
9. Plans departmental operation with respect to equipment, apparatus and personnel; supervises the implementation of such plans.
10. Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for and recommends the purchase of new equipment and supplies.
11. Meets with elected or appointed officials, other Fire officials, community and business representatives and the public on all aspects of the Department's activities.
12. PERIPHERAL DUTIES: Attends conferences and meetings to keep abreast of current trends in the field; represents the Fire Department in a variety of local, county, state and other meetings.
13. TOOLS AND EQUIPMENT USED: Emergency medical aid unit, fire apparatus, fire pumps, hoses & other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer & phone.
 
MINIMUM ENTRANCE REQUIREMENTS:
1. Graduation from a college or university with a Bachelor's degree in Fire Science, Public Administration or a closely related field;
2. Seven (7) years of experience in fire or emergency medical service work, three (3) years of which must have been equivalent to Fire Lieutenant or higher;
3. Completion of the Fire Basic Training Academy or equivalent OR An equivalent combination of education and experience.
4. Thorough knowledge of modern fire suppression and prevention and emergency services principles, procedures, techniques and equipment.
5. Considerable knowledge of applicable laws, ordinances, departmental standard operating procedures and regulations.
6. Skill in the operation of the listed tools and equipment.
 
NECESSARY SPECIAL REQUIREMENTS:
1. Must be twenty-one (21) years of age or older at time of hire.
2. Must possess or be able to obtain by time of hire a valid State of Michigan Driver's License;
3. Must possess Commercial Drivers' License endorsement or certification of Emergency Vehicle Accident Prevention Program (EVAP) without record of suspension or revocation in any state.
4. No felony convictions or disqualifying criminal histories within the past seven (7) years.
5. Ability to read and write the English language.
6. Ability to meet Departmental physical standards.
