Darnell Earley, ICMA-CM, MPA Past President, ICMA (2009/2010)
Darnell Earley was appointed by Governor Rick Snyder as the Emergency Manager in Flint, Michigan on October 8, 2013 under Public Act 436.
Darnell Earley received a Master of Public Administration degree from Western Michigan University and a Bachelor of Science degree from Grand Valley State University. He later served as an Adjunct Professor for the School of Public Administration at Grand Valley where he taught graduate and undergraduate courses in public budgeting and financial administration, workplace diversity, and human services organizational development.
Mr. Earley has served in numerous senior executive management positions in Michigan. He was Director of Community Development, for the Urban League, in Muskegon, Michigan from 1978 – 1981. He also served as Administrative Assistant to the County Administrator /EEO Officer for Muskegon County, Michigan until 1986. In 1986, Mr. Earley was appointed Township Manager of Buena Vista Charter Township in Michigan. In 1988, he was an appointee of the Speaker of the Michigan House of Representatives where he was responsible for supervising and directing a 45-member professional staff of policy analysts, attorneys, and clerical support personnel, as Director of Research and Public Policy for the Democratic Caucus.
Mr. Earley also held the positions of Budget Director and Deputy County Controller in Ingham County, Michigan from 1993 – 2001. He was appointed City Administrator of Flint, Michigan in April of 2001. Due to a vacancy in the Office of the Mayor, Mr. Earley was sworn in as Temporary Mayor in March of 2002 where he was responsible for the full operation of the city’s services. He served in that capacity until August 2002, and returned to City Administrator until July of 2004. Mr. Earley joined the City of Saginaw as the Deputy City Manager/Interim Director of Fiscal Services in August of 2004. In September 2005, he was appointed Interim City Manager. In June of 2006 he was appointed as City Manager where he served until his appointment as Flint’s Emergency Manager in October, 2013.
An ICMA Credentialed Manager, Mr. Earley served as president of ICMA the International City/County Management Association from 2009/2010. His other affiliations include Life member of Alpha Phi Alpha Fraternity, Inc., former Commissioner on the Michigan Department of Natural Resources, member of the National Forum for Black Public Administrators, and a former member of the National Association of County Administrators. He is the Chairman of the Midland Bay Saginaw International Airport, and Chairman of the Saginaw Midland Municipal Water Supply Corporation. In October of 2011, Mr. Earley was selected by the Western Michigan University College of Arts and Sciences, School of Public Affairs and Administration as its Outstanding Alumni Achievement Award recipient for 2011.
